				<content:encoded><![CDATA[<p>I have found an empty seat with a working AC-power outlet; they are scarce in the ICE that takes me from Cologne to Berlin. Someone obviously looking for the same thing sits down across and I signal that I am OK to share. He produces a four-socket extension-cord from the depths of his bag and after plugging our respective computers into it, we introduce ourselves. He happens to be a system-engineer working for IBM in Brussels and is on his way to the <a href="http://www.desktopsummit.org/">Desktop Summit</a> too. He even participated in LGM 2010 ("<em>Your face did look familiar</em>") and currently works on installing VoIP systems for the Belgian ministry of finance. He explains: "<em>As long as companies such as CISCO and Microsoft take decision-makers out to dinner, free software will never make it into government</em>".</p>
